[In 1997], President Bill Clinton signed legislation overhauling part of the nation’s welfare system…  At the time of its enactment, liberal groups passionately  denounced the bill, predicting that it would result in substantial increases in poverty, hunger, and other social ills. Contrary to these alarming forecasts, welfare reform effective in meeting each of its goals [until 2012 when Barack Obama unilaterally and illegally overrode the will of congress by eliminating enforcement of that act].   [Those met goals included] Poverty     ha[d] dropped substantially…  [with] Decreases in poverty [being] greatest among black children…  Hunger among children ha[d] been cut roughly in half…  Employment of single mothers has increased greatly…  [and]  The explosive growth of out-of-wedlock childbearing ha[d] come to a virtual halt.
