Private ownership of machine guns made after 1986 is already banned by federal law.  All pre-1986 automatic weapons must be registered with the ATF and require extensive background checks before private citizens may own them.

Legally-owned fully-automatic weapons have been used in only three crimes           since 1934

The Gun Control Campaign Against The AR-15 Is Full Of Lies

[A]ccording to 2016 FBI statistics, rifles accounted for [only] 368 of the 17,250 homicides in the U.S. that year.  That means restrictions on the purchase of rifles would do little or nothing for the homicide rate.
